About the Game

The current ruler and sheikh of Dubai has granted you the right to build and oversee a modern city and surrounding areas. This honorable privilege is a very demanding task. You start on a shoestring budget in the middle of the desert but with access to the waterfront. Your task will be to carefully manage the funds allocated to you for building the city. You must wisely design the city layout and provide appropriate living conditions for residents and the development of business and tourism.



Oil is a resource that ensures stable progress and development. Use nearby resources to finance the construction of the city and to meet the needs of your ruler. Use natural energy resources to ensure sustainable energy development.

The desert is not easy for rulers. You will struggle with many adversities such as heat, sandstorms and tornadoes. Remember that your greed in excessive taxes will increase dissatisfaction among your population. You better not endanger your honorable ruler.

Mining and energy

Every prosperous city must make money. Build pumps to extract oil and a refinery to process it into fuel. Solar energy is a very effective way to power a city in the initial phase of construction (especially in the desert).

Districts

To ensure a sufficient number of workers, build villages and then districts with residences and hotels to ensure a stable increase in the number of specialists and tourists.

Taxes

Manage taxes for individual social classes to ensure stable financing. Be careful! Too much dissatisfaction can cause financial drain or much worse problems.

Create a dream island

Choose the shape of the island and build a tourist paradise whose fame will spread all over the world. As you progress in the game, you will unlock new islands (the city is much more difficult to adapt).

Build infrastructure

Start by building modern ports and promenades that will ensure stable profits from tourism. In the future, you will build large ports to transport your raw materials around the world.

Desert

This incredibly beautiful desert landscape will be hit by many disasters. Provide an appropriate amount of rescue and warning infrastructure to prevent a tragedy.
